regularly pumped of septage as provided-by this Section. <br />4. Owner's Records: Full and accurate records shall be kept on the property <br />which records shall list the date of every sewage tank or holding tank pumping, the contractor <br />responsible for the pumping and the gallons removed, the date and nature of all ISTS repairs or <br />alterations occurring after the effective date of this Section, and shall include copies of the most <br />recent City Inspection Report classifying the operation of the ISTS. <br />E. Sewage Tank and Holding Tank Pumping. It is unlawful for any person to <br />pump or remove any septage (liquids or solids) from any sewage tank or holding tank without <br />complying with the requirements of this Section. <br />1. Required Pumping: The owner of each sewage taidc or holding tank shall <br />cause said tank to be pumped for the removal of septage when required by one or more of the <br />following provisions; <br />(a) Sludge buildup: Sewage tanks shall be pumped whenever <br />measurement of the tank indicates that the top of the sludge layer in the tank or any compartment <br />thereof is less than 12 inches below the bottom of the outlet device or the floating solids layer is <br />less than 3 inches from the bottom of the outlet device. <br />(b) Maintenance Pumping: No sewage tank shall remain in service <br />without being pumped at least once every three years, whether or not measurement indicates a sludge <br />buildup. Each existing septic tank shall be pumped at least once within 36 months of the effective <br />date of this Section and thereafter at least once within 36 months of each succeeding pumping. In <br />order to be considered a maintenance pumpout, the manhole or cover section (20 inch diameter <br />minimum) must be removed to allow the complete extraction of the solid materials within the <br />sewage tank. The contractor must also determine whether the tanks are watertight and report this <br />information on the pumpout notification. Failure to adhere to these requirements will result in the <br />City's rejection of the pumpout notification as a bona fide maintenance pumpout. <br />(c) System failure: Non-compliant ISTS discharging pollutants shall <br />have the sewage tanks regularly pumped to limit or eliminate effluent discharge until satisfactory <br />repairs have been completed. <br />(d) Holding tanks: Holding tanks shall be pumped on a regular <br />basis and in all cases shall be pumped before overflowing occurs. All new holding tank <br />installations will require review by the City Council. <br />2. Contractor Required: All sewage tank and holding tank pumping shall be <br />performed by licensed contractors. <br />3. Offsite Disposal Required: All septage removed from sewage tanks or holding <br />tanks shall be removed from the site in sealed containers and shall be disposed of in a sanitary <br />Page 12 of 16
