Big Island Issues <br />By virtue of its unique geographic aspects. Big Island presents a number of issues <br />that the City must address on an ongoing basis: <br />1.Use and maintenance of interior road system; access to inland <br />properties; overuse by vehicles <br />2. <br />3. <br />Public use of interior road system, trespass on private property <br />Pressure to accommodate more year-round residential uses, with <br />concurrent expectation of greater services <br />4.Uncontrolled recreational use of adjacent bays for partying <br />5.Provisions for safety and emergency services <br />6.Bluff and shoreline erosion <br />Big Island Goals and Policies <br />Goak: <br />1. <br />f <br />/ <br />Continue to promote the eventu^ ^ownership and management of Big <br />Island by Hennepin Parks as a Seasonal recreational resource rather <br />than as a year-round residential area. Hennepin Parks is the most <br />appropriate agency for operation of such a park. The City understands that <br />this conversion is a necessarily slow process. The City does not intend to <br />encourage condemnation or active acquisition programs. The City does <br />encourage Hennepin Parks to acquire any and all island property as it <br />becomes available. <br />2.Continue to allow seasonal recreational land usesand limited residential <br />uses in the interim. Such use must be subject to strict enforcement of all <br />performance standards and the explicit understanding that the City will never <br />be able to provide even basic public services. <br />3. <br />4. <br />5. <br />Maintain the natural, seasonal recreational character of the bland. <br />Provide at least a minimum level of emergency access to the bland. <br />Avoid or minimize future problems on the island in relation to sanitation <br />safety, fire protection, erosion, etc. <br />CMP3B-41
