ORONO PLANNING COMMISSION <br />MONDAY, NOVEMBER 15,1999 <br />(#2543 Ted Edin, Continued) <br />Bottenberg stated the Applicant Is proposing to replace an existing second story deck on the <br />back on the house due to the deteriorating condition of the deck, floor boards and joists. In <br />addition to replacing the existing deck, the Applicant is proposing to add a small section onto the <br />deck. The section would be approximately 6* by 12 ’ to allow for a sitting area. <br />Bottenberg stated the driveway is shared with neighbors through an easement and the lot is <br />undersized for this zoning district. Hardcover would be increased from 77.11 percent to 77.9 <br />percent. Total lot coverage on the lot would also be increased to 23.8 percent. <br />Chair Hawn noted that the Applicants are replacing an existing deck. <br />Edin commented that due to the shared driveway being located on their property, the hardcover for <br />the lot is high. Edin stated they would be willing to remove some plastic underiayment and rock in <br />an effort to reduce the hardcover on the property. <br />Chair Havm stated she would like to see less hardcover on this property. <br />Smith commented the reason for less hardcover is to reduce the runoff into the lakes and streams, <br />noting that a deck is considered hardcover as well as landscaped areas. <br />There were no public comments. <br />Bottenberg stated there is not a lot of area where hardcover could be reduced. <br />Stoddard stated the Issue before the Planning Commission tonight is whether they should be allowed <br />to build over an existing structure and whether the size of the deck should be increased. <br />Chair Hawn stated she has a hard time allowing additional hardcover on this property. <br />Edin stated he would be willing to reduce the hardcover if possible. <br />Hawn suggested the application be tabled to allow the Applicant time to reduce the hardcover on <br />the property. <br />Lindquist noted the Applicant currently has 77.1 percent hardcover and 23.3 percent structural <br />coverage, where 15 percent Is allowed, which the Planning Commission would not like to see <br />increased. Lindquist stated reduction of the deck would count towards reduction of hardcover but <br />not plastic underiayment or rock. <br />Nygard stated the plastic underiayment will still need to be removed by the Applicant. <br />Chair Hawn stated the Applicant has a right to have his application heard within 60 days, and <br />inquired whether he would be willing to waive the 60 days. <br />Edin stated he would be willing to waive the 60 days. <br />Berg moved, Kluth seconded, to table Application #2543,3025 Casco Point Road, to allow <br />the Applicant time to reduce hardcover on the property.
