Purpose. The purpose of the action item is to discuss the brush site, leaf and grass clippings drop off <br />as well as the Mulch and compost issue activities. <br /> <br />2. Background / Summary. The City of Orono has offered for many years a location for resident <br />and no resident to dispose of the brush and trees. The current location is on McCulley Road by the <br />luce line trail. The site typically needs to be chipped once a year. We have an outside contractor <br />come and chip and haul the material away, for many years they’ve been able to do this for free. The <br />last 2 years they’ve had to charge for that service. Total yardage has varied from 3000 to 4450 <br />cubic yards of chipped material. Leaf and grass drop off as well as mulch and compost issue are <br />currently done at existing public works for Orono residents only. The site has been an “on your <br />honor” site without and attendant. Due to large volumes, in fall of 2022, we began to monitored <br />the with seasonal employee during the peak times. <br /> <br />3. Discussion Items: <br />a. What’s changed/ is changing. <br />(1) Brush site brush chipping is no longer free to the city. <br />(2) Brush site demand continues to increase. <br />(3) Public Works facility move in 2025. <br />(4) Leaf, Grass, compost and much site demand continue to increase. <br />(5) Contractor non-resident abuse of the services <br /> <br />b. Costs. Brush site budget for 2023 is $43,200. In 2020 the expenditures were $16,380. <br /> <br />c. Facilities. <br />(1) Brush site is constrained geography to a small and odd (triangular) shaped facility. <br />(2) Current location of leaf, compost, mulch at existing PW site is not optimal. <br />(3) New Public works site is not designed for these services. <br /> <br />d. Near Term Options. <br />(1) Status Quo <br />(2) Revise fee schedule for Brush site. <br />(3) Discontinue services <br /> <br />e. Long Term Options. <br />(1) Establish on facility with attendant for all of these services plus our organics composting <br />program. <br />(2) Establish partnership / contract for these services elsewhere. <br /> <br />COUNCIL ACTION REQUESTED: <br />Discussion and input on future of the brush site. <br /> <br />Exhibits <br />Photos of current areas
