AGENDA ITEM <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />1. Purpose. The purpose of the action item is to discuss THC Licensing. <br /> <br />2. Background / Summary. The City of Orono approved a one year moratorium on the sale of THC. <br />Several policies from surrounding communities are in the packet to discuss. <br /> <br />3. Main Paragraph. A brief summary of each is below: <br /> <br />St. Cloud – License <br /> Models itself verbatim after the statute with licensing language and some point of sale <br />regulations. <br /> Requires all cannabinoid products (including CBD) retailers to be licensed before selling. <br /> <br />Golden Valley – License <br /> Only licenses THC product sales and does not cover other cannabinoids like the state law does. <br /> Requires all applicants to disclose all persons with a 5% interest in the applicant business. <br /> Does not specifically prohibit on-site consumption. <br /> <br />Elk River – License <br /> Requires all cannabinoid product retailers (except CBD and other non-intoxicating cannabinoids) <br />to be licensed before selling and comply with the statute. <br /> Specifically prohibits the sale of HHC. <br /> Allows for on-site consumption only for licensed food and beverage establishments. <br /> <br />Monticello – Sellers must have tobacco license <br /> Only permits cannabinoid products to be sold if owner has a Wright County retail tobacco <br />license. <br /> Exempts CBD and other non-intoxicating cannabinoid product sales. <br /> <br />COUNCIL ACTION REQUESTED: <br />Discussion and input on THC licensing. <br /> <br />Exhibits <br />THC Ordinances <br />A.
