The dogs are Rottweilers, Mastiffs and Pit Bulls. Staff has two <br />concerns regarding the application. First is the large number of dogs. The second is the ability of <br />the property owner to ensure the dogs are secured on the property. <br />The City normally provides kennel licenses to residential properties for 3-4 dogs. When the number <br />of dogs is as large as 9, the Council may want to consider the potential affect on neighboring <br />properties. <br />The owners of dogs have the responsibility to keep them within their control or secured on the <br />property. Attached is a letter from a neighboring property owner expressing concerns regarding the <br />ability of the existing fence to ensure the dogs are secured on the property. <br />Attached also is a letter from the Police Chief regarding the application. <br />Staff recommends that if the Council approves the application, the approval be subject to adequate <br />security of the dogs as approved by the Police Chief; and making it clear that negative impacts on <br />the neighboring properties, such as noise, could result in the revocation of the kennel license. <br />COUNCIL ACTION REQUESTED: <br />Motion to approve/deny the Kevin Garnett application for a ketmel license at 450 Orono Orchard <br />Road South, with conditions if desired.
