' ■ MCIL MEET <br />,AR 1 3 200U <br />wilY OF On^iw <br />REQUEST FOR COUNCIL ACTION <br />DATE: March 9,2000 <br />ITEM NO: I <br />Department Approval: <br />Name Ron Moorse <br />Title City Administrator <br />Administrator Reviewed:Agenda Section: <br />City Administrator ’s <br />Report <br />Item Description: Participation in a Process to Develop Design Guidelines for Commercial <br />Development Along Highway 12 <br />The City of Long Lake is ready to begin work with a planning consultant to develop a set of design <br />guidelines and a master plan for the development of commercial areas in Long Lake. Because the <br />commercial areas of Long Lake and Orono are closely interrelated, the City of Long Lake has invited <br />Orono to participate in the commercial area planning process to enable the commercial areas in the <br />two Cities to have common design standards and a shared character of development. A letter from <br />the City of Long Lake and a copy of the proposal from the planning consultant is attached. <br />The cost of the project is $20,000. Although the City of Long Lake would appreciate some financial <br />participation by the City of Orono, Orono’s participation in the project is not contingent upon its <br />financial participation. The City of Long Lake has requested that Mn/DOT fund this project since <br />the need to replan the Long Lake commercial area is directly related to the new Highway 12 project. <br />From staffs standpoint, it is certainly reasonable for the City’s financial participation to include the <br />following elements: <br />• Planning regarding the character of old Highway 12 and street scape enhancements <br />on old Highway 12. <br />• Design guidelines for buildings and sites adjacent to Highway 12. <br />Several other elements of the project impact Orono although they may not relate directly to <br />properties in Orono. <br />Staff recommends the City participate in the project. Participation from the City could include a <br />staff member, a Planning Commission member, a Council member, and a representative from <br />Orono’s Highway 12 business community. <br />COUNCIL ACTION REQUESTED: <br />Motion regarding the City’s participation with the City of Long Lake in a project to develop a set <br />of design guidelines, and a master plan, for the development of commercial areas in Long Lake and <br />along Highway 12.
