Project Assessments for a Pressure Sewer System with Residential Grinder Pumps <br />This pressure sewer system will consist of individual residential grinder pumps that discharge <br />into a force main located in the street. A service stub with a shut off valve will be installed to <br />the property line. The property owner is then responsible for the connection between the service <br />stub and the house, and abandoning the existing septic system. The property owners are also <br />responsible for the purchase, installation, operation, and maintenance of their own grinder pump. <br />This pumping system consists of a pump and a tank located in the yard, similar to the pump and <br />tank for a mound system. Grinder pumps grind up the solids in the flow versus a mound system <br />pump that pumps clear wastewater, so gȉ۪mder pumps may require more maintenance and repairs. <br />The estimated assessment is $14,300 per unit payable over a fifteen-year period. There is also <br />an option for the residents to receive an allowance of $4,500 for the purchase of their grinder <br />pump. This grinder pump allowance would then be added to the $14,300 assessment for a total <br />assessment of $18,800. Installation of the grinder pump would be completed by the licensed <br />plumber hired by the property owner to complete the sewer service connection to the house. <br />The assessment amount assumes that in addition to the nine properties in the Fox Ridge <br />neighborhood, three properties along South Brown Road will choose to participate in the project. <br />There is a total of ten eligible properties along South Brown Road. If more properties participate <br />in the project, the assessment will be reduced. If less participate, the assessment will increase. <br />Options for prepayment of the assessment are available. Based on several projects recently <br />completed, the estimated interest rate is 6.25 %. Based on a 15-year assessment at 6.25 % interest, <br />the annual assessment payments, for a $18,800 assessment, will be approximately $2,000. <br />The property owner is also responsible for payment of a SAC (Sewer Availability Charge) at <br />the time the permit for connection is issued. The 2000 SAC charge will be $1,150 per unit. This <br />money is collected by the City and then forwarded to the Metropolitan Council Environmental <br />Services Division. This money is used to pay for the additional capacity built into the MCES <br />sewer interceptor pipes, and treatment plants, for future connections to the sewer system. This <br />is a standard charge for new sewer units for the entire MCES system in the metro area. <br />The year 2(XX) quarterly sewer rate for the entire City is a flat fee of $81.85. <br />Sincerely; <br />Gregory A.
