Gappa <br />Title Director of Public Services <br />Administrator Reviewed:Agenda Section: <br />Engineer's Report <br />Item Description: Public Hearing for Foxridge Saniiary Sewer Project <br />A Public Hearing was previously held for this project. At this hearing, the property owners <br />questioned the cost allocation for the project. The 1996 MUSA expansion only included the Fox <br />Ridge Neighborhood and the two adjacent properties on South Brown Road. To provide sewer <br />service to the neighborhood, a force main needs to be installed north along South Brown Road to <br />the Watertown Road intersection where it will connect to the City of Long Lake sewer system. <br />The original concept was that the property owners in the Fox Ridge MUSA expansion project area <br />would be assessed for all of the project costs including the South Brown Road force main. The <br />residents questioned the fairness of their being assessed for all of the costs if residents along <br />SouthBrown Road may connect to this sewer in the future. <br />At the January 10* Council meeting, the City’s Policy on cost allocations for sewer projects was <br />discussed. The Council confirmed it’s policy that neighborhoods requesting sewer should pay the <br />full cost of the improvement project. The Council also directed staff to contact all of the <br />properties, adjacent to South Brown Road, that would have a sewer force main installed past their <br />property to see if they are interested in connecting to sewer as part of this project. The project <br />costs would then be split among ail of the properties that participate in the project. <br />The estimated assessment per unit, for a pressure sewer system, if only the residents in the Fox <br />Ridge MUSA expansion area participate, is $23,600. For estimating purposes, if three of the ten <br />South Brown Road residents participate in the project, the estimated assessment per unit is <br />$18,800. This assessment will vary depending on the number of participating properties. <br />A neighborhood informational meeting was held on February 8* for the South Brown Road <br />residents. Three of the ten property owners attended this meeting. One of the owners had a <br />conforming septic system and was possibly interested in connecting to the sewer. The other two <br />property owners had nonconforming septic systems and were interested in connecting to the <br />sewer. We had a phone conversation with one other property owner who has a new conforming <br />septic system, with the house located several hundred feet from Brown Road. This property owner <br />was not interested in sewer.
