1. <br />The estimated costs are based on 1999 unit prices and can be related to the ENR Construction Cost Index <br />for January, 2000 of 6,130. Soil investigation work has not been completed and the estimated costs are <br />based on typical Orono soils. <br />The project would require a license agreement between the City and the Minnesota Department of Natural <br />Resources (MN DNR) to cross the Luce Line trail. Permits will be required from Hennepin County and <br />the Minnesota Pollution Control Agency. The City of Long Lake will need to approve the connection to <br />their system. <br />The construction of the sanitary sewer to serve the Fox Ridge neighborhood is feuible from an <br />engineering standpoint. The project is necessary because of the non-conforming septic systems and <br />potential pollution problems. The capital cost as well as operation and maintenance costs have been <br />considered in determining that the project is cost effective. The cost of these improvements ^e <br />interrelated and should be assigned equitably between all property owners. The following <br />recommendations are presented for consideration by the Orono City Council: <br />That this Report be adopted as the guide for installation of sanitary sewer to serve the Fox Ridge <br />neighborhood and certain propr".ies along South Brown Road between the Luce Line Trail and <br />Watertown Road. <br />2.That the City conduct a legal and al review of the proposed project prior to the public hearing. <br />3.That a public hearing be held on the proposed improvements. The total estimated project cost of <br />$226,000 should be incorporated in the public notice. <br />The total estimated cost of $226,000 for the grinder system includes a 5 percent contingency, a 20 percent <br />allowance for design, inspection, legal, and administration costs, and a 5 percent allowance for capit im <br />interest and bonding costs during construction. The cost estimate does not include easement costs t <br />could be incurred on the project. The installation, operation and maintenance of the gnnder stauons ana <br />the connection of the sewer between the property line and the home will be the responsibility o t e <br />property owners.
