L <br />January 28, 2000 <br />Traffic Speed Issue - Willow Drive <br />Our File No. 139-Gen <br />Tom Kellogg asked for my thoughts with regard to the citizen complaint of speeding along <br />Willow Drive, particularly in the area of the intersection with Shevlin Drive. He also informed <br />me that an all-way stop at the intersection of Willow Drive with Shevlin Drive was an option that <br />was mentioned with regard to “slovsing down the traffic”. <br />Traffic Speeds <br />The traffic speeds issue may or may not be valid. I would suggest that the City request the local <br />law enforcement agency to conduct a speed study along Willow. This will help to determine if a <br />problem presently e.xists. If a speeding problem e.xists, the City can take the following course of <br />action: <br />1 . Increase speed enforcement along willow Drive. <br />2. Consider some signing requesting traffic to slow down and/or watch their speed. <br />If these have no effect, the City could then consider various types of traffic calming measures <br />that may help to slow the traffic. <br />All-Wav Stop Control <br />Attached to this memo is a copy for the warrants for stop sign installation and for all-way stop <br />sign installation These warrants are from the Minnesota Manual on Uniform Traffic Control <br />Pcpcp? (MMUl CD). Given the volume conditions required. I donT think that the <br />Willow^Shevlin intersection would meet warrants for all-way stop control. <br />It is also recommended that stop signs not be used as a speed control as it is ineffective for such <br />use. Also, all-way stops at low volume areas will find motorists “rolling ” through these stop <br />signs as the tralTic can't really understand why a stop sign is at that location.
