• » *
Jane 22.1999
P.5CB1V2D
JU:1 2 3 W59
OW'i Cr*OKO
Mr. Greg Gappa
City of Oroao
P.O.Box 66
Crystal Bay»MN 55323
Dear Greg:
I am following up on your conversation with Dick Ogle regarding the parWng safety
situation on the stretch of County Road 19/Shadywood Road, just north of the Nanows Bndgc in
Orono. I am writing on behalf of a group of Orono neighbors that live m the immediate area.
There is currendy a very significant safety risk on County Road 19, in tht area indicated on the
attached map. Unless something is done, we beUeve its just a matter of ume before a very
serious accident will happen in this area.
As backiround. many yean ago when the last major work was done on County Road 19, one of
fte^idents in our Jel Gen«al Rawlings, worked with the city and/o«ounty to widen *e toad
on both sides of County Road 19 on the northern side of the Narrows. The “
provide a deceletaUon lane so cars turning into the driveways on either side of 19 “uld get out
of traffic, puli over safely, slow down and exit safely without d.sruphng traffic flow on 19. This
L necessary because the approach to 19 is a hill and you can see cars for less than 100 yard.
from the entrance to the driveways.
The deceleration lanes work well since they give people plenty of time to puU o«t Md slow
down without disrupUng traffic flow on County Road 19. Early on. ^ „„
problem, but over the past few years parking has become a problem m the f
both sides of the road. There are frequenfly cars parked along both sides of 19 and sometimes
overnight or all weekend.
^Yhen cars are parked along County Road 19 we are not able to safely gel over ^nd slow down to
ma.ke a turn. Cars are forced to cither stop on 19 before turmng ^er
County Road 19 before turning. In cither case, generally the cars behind
lane to get around the car turning, leaving less than 100 yards of c ew visi ^ romin<T over
Narrows bridge. Cars coming north on County Road 19 are ^ north side oflhe
Lhe Narrows Bridge because they know the speed lirrit goes up to 40
t.*idgc. This creates a situation where cars arc speedin^p cormng over ® ^ acerferatins
towards cars that arc speeding up to pass cars turning ofi County Roa
towards each other with limited visibility in cssenually the same lane.
