owned by neighborhood residents who do not have a need for vehicle parking. My understanding <br />is that are some informal agreements in place that allow limited access to some of the dock lots <br />for vehicle parking. However, these informal agreements may not be a permanent solution to the <br />problem based on property sales, etc. <br />In the event that arrangements for off street parking cannot be made, and no parking is allowed <br />along this section of Shady wood Road, the parking problem will most likely move to another <br />location. <br />Limited on Street Parking With No Restrictions on Use <br />This option would be to provide parking along the southern 100' on the southbound side of <br />Shadywood Road. This would provide parking for four or five vehicles in the vicinity of the dock <br />lots and could be used by the dock lot owners. This option was discussed at a previous Council <br />and is described in detail in a previous section of this report. The main disadvantage of this option <br />is that this parking could be used by others and may not be available for the dock lot owners. <br />Limited on Street Permit Parking Restricted to The Dock Lot Owners <br />This is the same parking option presented above that would be restricted by permit only for the <br />dock lot owners. For this option the dock owners would be issued a permit by the City for parking <br />in this area. The City could charge an administrative fee to cover the costs of permit issuance. We <br />have discussed this issue with the Police Chief, and he suggested that this be designated a "Tow <br />Away Zone." This would allow for faster removal of illegally parked cars to ensure that the <br />spaces are kept open for the dock lot owners. Permit only parking is used by other lake area <br />Cities. The disadvantage of this option is the possible public perception problems from providing <br />special on street parking privileges for private property owners. <br />City to Provide Assistance in Obtaining Cross Easements for Dock Access and Parking <br />At the September 1999 Council meeting, the property owners were directed to work out a solution <br />to obtain the necessary cross easements to allow off street parking for the dock lot owners. As <br />previously discussed this has proved to a difficult situation and no progress has been made toward <br />a permanent solution. One possible option for Council consideration could be for the City to <br />become actively involved in the process of obtaining the cross easements. We have discussed this <br />issue with the City Attorney and there are legal questions and concerns about the City’s <br />involvement in this process. If the Council is interested in pursuing this option further, more <br />research can be completed on this issue and a report brought back to the Council. <br />COUNCIL ACTION REQUESTED; <br />Consideration of parking and access options for the Narrows Dock Lots
