Longridee Associates Property <br />To extend the sewer south of the Luce Line Trail to the Fox Ridge neighborhood, as proposed on the <br />plan, it would be necessary to obtain a utility easement across a property owned by Longridge <br />Associates. It is no^ known if obtaining the easement would even be possible. <br />Surrounding Properties <br />The property abuts the City of Long Lake to the north, where properties are provided with sewer and <br />the minimum zoning lot size is 10,000 s.f. (approx 1/4 acre). The property abuts the Luce Line trail <br />on the south, and on the east and west abuts neighboring rural residential properties in Orono zoned <br />RR-IB. Just to the south of the Luce Line is the Fox Ridge neighborhood containing 7 lots <br />averaging 1 acre in area, developed in the 1960's. <br />Easements <br />1.Standard drainage and utility easements along the property lines will be required for the final <br />plat. <br />2.Subdivider shall grant Conservation and Flowage easements across the wetlands and ponding <br />areas located within the development. Language in the easement documents shall restrict <br />land alteration and removal of vegetation in all wetland areas and within 75' of Long Lake <br />Creek. <br />3. The DNR has made efforts to maintain a wooded and natural corridor along the Luce Line <br />Trail. They have requested the applicant dedicate a 50' conservation easement over the <br />southern portion of lot 7. <br />Park Dedication Fee <br />8% of the land value, to be determined by the City Assessor, will be required for Park Dedication <br />Fee. The City of Orono has established a minimum park dedication fee per lot of $2,900 and a <br />maximum of $4,900 per lot. <br />Issues for discussion <br />Access to the property is via a Tract G which is not owned by Mr. Van Eeckhout. Staff is <br />recommending the owner of Tract G become a joint applicant and the corridor be replatted <br />as part of the subdivision. The City Engineer and Director of Public Services have <br />recommended the entire access corridor be platted 50' in width to provide space for future <br />utilities along the private road. The Tract should be in ownership of the Homeowner's <br />Association as they will be responsible for the maintenance. <br />Several lots would be served by driveways with severe slopes exceeding the recommended <br />slope by at least 30%. <br />IT.- r zia
