THE CITY WILL BE PROTECTED AND PRESERVE! <br />AS WILDLIFE HABITATS, AS UNIQUE OPEN SPACES, AND AS THE ONLY ECONOMICAI <br />PRACTICAL METHOD OF FLOOD PROTECTION AND STORM WATER RUNOFF FILTRATION. <br />The Harza Study, the 208 Water Quality Manageaent Study, and Orono’s <br />Surface Water Hanagenent Plan all recoaaend this approach to peraanent <br />water quality aanageaent for Lake Minnetonka. In addition, the Orono <br />plan goes on to identify individual wetlands and carshlands that <br />require protection as part of the City's storn water aanageaent progra: <br />It is the policy of this plan to effectuate the policies and recoaaen- <br />dations of the 1974 Orono Surface Water Manageaent Plan. <br />7. PROTECTION OF THE CITY'S MARSHLAND, WETL-ANDS AND DP^AINAGEW.AYS SH.ALL <br />INCLUDE PROTECTION OF ADJOINING LANDS AND PREVENTION OF DRAINAGE, <br />FILLING, DREDGING OR WETIAND'S VEGETATION REMOVAL. Ordinances will <br />establish setbacks for all land alteration or c'onstruction. Wherever <br />possible, the City will acquire open space and flowage easeaents for <br />conservation of these lands. <br />8. PROTECTION OF LAKE PEISOURCES WILL ALLOW REASON.ABLE ACCESS, USE AND <br />ENJOYMENT WHILE PREVENTING OVERCROVrDING AND EXCESSIVE ENCROACHMENT. <br />In conforaance with Mn. DNR Shoreline Hanagenent regulations for <br />recreational developaent lakes, the City will prohibit overly dense <br />developaent within 1,000 feet of Lake Minnetonka. Lake use regulation <br />will be proaoted to liait excessive boat density and overuse of sens <br />bays. Land use regulations will be developed to provide reasonable <br />control over building density, land alteration and lakcshore encroachn <br />9. LAKE SHORELINES WILL BE PROTECTED FROM ALTER.ATION. Natural vegetatior <br />in shoreland areas will be preserved insofar as practical and reasona <br />in order to retard surface runoff and soil erosion, and to utilize <br />excess nutrients. Clearcutting will be prohibited. In areas-of soi <br />.• or wave action erosion, natural stone rip rap shoreline protection w <br />be encouraged. <br />10. LAKE BED ALTERATIONS WILL BE DISCOUR.AGED BECAUSE OF ADVERSE SHORT-TER-’ <br />AND LONG-TERM EFFECTS ON WATER QUALITY. Dredging of lake beds releas* <br />large aaounts of otherwise trapped nutrients and silt which adverse y <br />affects water quality for long periods of tine. Dredging of new <br />channels or inlets will not be app.roved to provide riparian access <br />where none existed naturally. Dredging will be permitted in lini^-e <br />circunstances only where absolutely necessary to naintain existing <br />natural riparian access pernanently lost by soaething beyond the <br />control of the landowner. Periodic low water conditions or the owne- <br />desire for deeper draft watercraft are not sufficient reasons fo- <br />disrupting sensitive lake beds. <br />CMP 3-20
