Easements <br />The applicant would be required to dedicate drainage and utiliiy easements 10’ along the boundaries <br />of the property and road outlot, and 5' along all internal property lines. A wetland appears on <br />proposed lot 1. The applicant shall covenant for Type II and VI wetlands within Lot 1. <br />Proposed Highway 12 Development <br />MnDot will be rerouting Highway 12 along the rail corridor located adjacent to the North side of the <br />property. The plans include MnDot purchasing the entire property proposed for subdivision. The <br />plan for the site, once acquired by the State, would be to develop it as a ponding area. The state <br />would be purchasing all three lots located in the Spruce Acres Subdivision. A map illustrating the <br />proposed ponding plan is included with this Report as "Exhibit M". <br />Staff Recommendation <br />Table the Preliminary Plat to provide applicant with an opportunity to redesign the subdivision to <br />meet zoning standards, and to address concerns for access to the property. <br />Other items that will need to be addressed prior to Final Plat approval: <br />1. <br />2. <br />Applicant to dedicate drainage and utility easements 10’ along the boundaries of the property <br />and road outlot, and 5’ along all internal lot lines. <br />Applicant to develop covenant for Type II and VI wetlands located within Lot 1.
