ORONO PLANNING COM\nSSION MEETING <br />MINUTES FOR OCTOBER 18,1999 <br />(/^2S38 Rob and Tori Jaffray, Continued) <br />City Staff is recommending approvaPdr ^his application. <br />Jaffray had no comment regaraing his application. <br />There were no publid^omments. <br />Motion b^^mith, second by Kluth, to recommend approval of Application #2538, <br />540paffett Avenue, granting of a variance for front yard setback to be 25 feet where SO feet <br />i^4^uired to allow corstruction of a new roofiine. VOTE: Ayes 7, Nays 0. <br />(#13) #2539 JOHN AND BECKISUNDET, 684 TONKAWA ROAD - VARIANCES, 9:04 p.m. • <br />9:31 p.m. <br />The Certificate of Mailing and Affidavit of Publication were noted. <br />John Sundet, Applicant, was present, along with Kathy Taylor, Builder. <br />Weinberger stated the Applicant is proposing to construct a new attached garage and a main <br />floor master bedroom to the residence. A detached garage is currently located on the lot <br />approximately 200 feet up the driveway from the residence and will be removed once the <br />attached garage is constructed. <br />A variance to the hardcover in the 75-250 ’ setback is required to permit 39.26 percent hardcover <br />where 25 percent is allowed as well as a variance to the average lakeshore setback. Weinberger <br />noted that the hardcover In the 0-75 ’ setback as well as the 250-500 ’ setback will be reduced <br />with this proposal. <br />City Staff is recommending that the Planning Commission review the reasons fr. hardship. Also, <br />Staff has concerns regarding the grade of the driveway to the residence, wi^^ some grading being <br />proposed to reduce the grade of the driveway to seven percent. <br />Sundet remarked that the hardcover will be reduced in the 0-75 ’ setback as well as the 250-500' <br />setback, with the structural coverage being limited to 10 percent where 15 percent is normally <br />allowed. Removal of the garage near the roadway will improve the appearance of the property. <br />Sundet stated the adjoining property neighbors have submitted letters of support for this <br />application. <br />Sundet staled the motivating factor for this application is the fact that his wife suffers from <br />rheumatoid arthritis and they are attempting to relocate the master bedroom on the first floor. <br />Katherine Taylor stated they are willing to work with Staff regarding the slope of the driveway, <br />which could be reduced somewhat. Taylor stated a house located in this same vicinity v^th a <br />similar driveway is proposing to do essentially the same thing. Taylor commented that some <br />grading and retaining watts will be necessary with the regrading of the driveway. <br />Lindquist Inquired whether the adjoining property owner utilizes their driveway. <br />Sundet stated to his understanding the adjoining property owner utilizes his own driveway, but it <br />b possible that he uses this driveway at times.
