Either option will require a permit from the Minnesota <br />Pollution Control Agency. <br />Estimated costs for the two options are summarized below: <br />East Lone Lake Sanitary Sewer <br />Option Estimated Cost Per Unit <br />Gravity Sewer <br />Pressure Sewer $13,900 <br />% <br />The estimated cost for the Pressure Sewer does not include costs for the individual grinder <br />pumps. The City has indicated that a S4.500 allowance could be added to the assessment for the <br />purchase of an individual grinder station. This would allow for the payment of the grinder <br />station over time. The total assessment would then be $ 18,400. <br />The estimated cost to install the gravity sewer is nearly twicj the cost of the pressure system and <br />is therefore much less desirable. A public informational meeting was held on December 1,1999 <br />where 6 of the 10 residential properties were represented. Those attending the meeting that <br />wanted sanitary sewer were unanimously in favor of the pressure sewer system. <br />The construction of the sanitary sewer to serve the East Long Lake area is feasible from an <br />engineering standpoint. The project is necessary because of the failing and non-conforming <br />septic systems, lack of alternate septic sites and potential pollution problems. The capital cost ^ <br />well as operation and maintenance costs have been considered in determining that the project is <br />cost effective. The cost of these improvements are interrelated and should be assigned equitably <br />to all properties. The following recommendations are presented for consideration by the Orono <br />City Council: <br />1. <br />2. <br />That this Report be adopted as the guide for installation of sanitary sewer to serve the <br />East Long Lake area. <br />That the City conduct a legal and fiscal review of the proposed project prior to the public <br />hearing. <br />3. That a public hearing be held on the proposed improvements. The total estimated project <br />cost of $202,000 should be incorporated in the public notice. <br />The total estimated cost of S202.0CO includes a 5 percent contingency, a 20 percent allowance <br />for design, inspection, legal, and administration costs, and a 5 percent allowance for capitalized <br />interest and bonding costs during construction. Cost estimates are based on 1999 construction <br />costs and can be related to the ENR cost index for December. 1999 of 6127. The cost estimate <br />does not include easement costs that could be incurred on the project. The installation, operation <br />and maintenance of the individual grinder stations and the connection of the sewer to the homes <br />will be the responsibility of the property owners. Detailed cost estimates are attached for your <br />review. <br />The project could be constructed in 2000 if plans and specifications are ordered by Febtu^. <br />2000. We would anticipate an early summer bid date and late summer construction if the project <br />was constructed in 2<III
