ORONO CITY COUNCIL MEEITNG <br />MINUTES FOR DECEMBER 13,1999 <br />(U9) U2550 CHARLES VAN EECKHOUT, 120 BROWN ROAD SOUTH - Continued <br />Kelley said he would like to send this matter back to the Planning Commission. He doesn’t <br />have a problem with the size of the four lots in the north. He would like to have the outlot <br />combined with lot 7 so it is a two-acre parcel. He feels it needs to be connected to sewer <br />because the Comprehensive Plan includes protection of lakes and waterways and there is a <br />waterway through this land. <br />Jabbour told Mr. Van Eeckhout that this matter will be referred back to the Planning <br />Commission and he asked staff to send the applicant a notice for a 60-day extension. <br />Sansevere asked if there were trees on the western portion of Lot 7. <br />Van Eeckhout said Lot 7 is totally wooded. <br />Kelley said the setback could be increased as part of the PRD. <br />Kelley moved, Sansevere seconded, to refer Application #2550 for Charles Van <br />Eeckhout, 120 Brown Road South, back to the Planning Commission and directing staff <br />to send Mr. Van Eeckhout a 60*day extension. VOTE: Ayes 5, Nays 0. <br />(#12) HIGHWAY 12 PRELIMINARY LAYOUT - RESOLUTION NO. 4403 <br />Moorse stated that this is a resolution approving the Mn/DOT adopted preliminary layout for <br />Highway 12 and a letter to go along with the resolution laying out the objectives of the City as <br />the process is continued to the final design phase. He reviewed changes to the resolution. <br />The Design Review Committee members reviewed and commented on the resolution and the <br />letter. <br />Sansevere said he objects to metered ramps. He asked if that can be addressed at this time. <br />Moorse said it is addressed in #7, Objectives to be Addressed. <br />Kelley asked about the lighting on the bridges. <br />Jim Murphy said that in the final design there will be a considerable amount of discussion <br />about the Idnd of lights that go on the bridges. <br />Kelley said he walked the corridor and he feels there will be a lot of headlight wash as cars <br />that are westbound on the new road go underneath Old Crystal Bay Road. He said that <br />Mn/DOT should do something to eliminate that headlight wash. <br />Murphy said he will look at the cross sections, but he thinks the highway will be lower than <br />the railroad by two or three feet all the way through there. <br />Page 33
