ORONO CITY COUNCIL MEETING <br />MINUTES FOR DECEMBER 13,1999 <br />(U6) U2522 BANCOR GROUP, INC • Continued <br />Kelley moved to approve and adopt a resolution Approving a Preliminary Plat and <br />Planned Residential Development for Application #2522, The Bancor Group Inc., at the <br />Southwest Comer of County Road 6 and Willow Drive North (WUlow View), subject to <br />the following conditions: <br />1. <br />2. <br />3. <br />4. <br />5. <br />6. <br />7. <br />8. <br />9. <br />10. <br />11. <br />12. <br />Sewer service shall be a gravity system. <br />Traffic flow on private road is subject to the reasonable regulation of the City. <br />Municipal water service shall be installed on the site. <br />Internal roads will be private, but there will be an underlying public roadway <br />easement to the City. <br />There will be no public lighting, except it may be necessary to light the <br />intersection for the private road and Willow Drive in the future. <br />Setbacks will be: <br />Front Yard Setback 35 feet <br />Side Yard Setback 25 feet <br />Rear Yard Setback 30 feet <br />Side Adjacent to Street 35 feet <br />There will be trail easements along County Road 6, along Willow Road and <br />east/west across the property from Willow to the Middle School property and <br />over the private road. The trails are to be completed prior to constraction of any <br />homes. The trail will be 8* wide bituminous with a 12* easement. <br />There will be no accessory stractures above 6*, and only non-roofed accessory <br />stractures are permitted. <br />There will be no curb and gutter except at the entrance medians. <br />Copy of the covenants must be approved by City staff. <br />The conservation easement to be platted as a conservation outlot to be held in <br />the ownership of the Homeowner*s Association. <br />The landscape plan shall be subject to approval by City staff and the developer <br />will post a letter of credit in the amount of 150% of the improvement costs. Trees <br />will be planted along the private road spaced at every 40*. <br />Kathy Johnston said she objects to the plans for a monument and median at the entrance <br />because of traffic concerns and it will take away from the rural character of the neighborhood. <br />Newman said he is willing to submit the plans for the entrance for staff review. <br />Weinberger said that in the case of Carriage Hill and some other dev elopments, the monument <br />signs that would go in would actually exceed the height allowed. He recommended that when <br />a monument sign plan comes in, the Council shall review the plan. <br />Flint asked if the Council can approve this in principle and have staff come back with a draft at <br />the next meeting. He asked if the December 16 deadline can be extended. <br />Page 27
