He <br />would be very uncomfortable setting any precedent because there may be commercial or high <br />density developments in the future. <br />Newman said he understands that having public water enhances the value of the lots. He said <br />they would have to run the line approximately 1,300 feet just to bring it to the site. Early on in <br />their discussions with staff they were told that it is not the policy of the City of Orono to pay <br />to bring water to the site, so they never made that request. <br />Jabbour asked how much it would cost to run the pipe to the site. <br />Kellogg said it would probably be an eight-inch line. <br />Jabbour said that’s $45,000. <br />Kellogg said that where water was extended through the Middle School site, the City did <br />acquire an easement from that line to the west boundary of this parcel with the idea that <br />someday it would be extended to that point. The easement is in place, but the pipe isn’t. <br />Jabbour said that based on what the City has done in the past, he doesn’t feel there is a need <br />for public water. But, based on the way people are building their homes now and on the fire <br />department’s report to the Council that there are times when they can’t even get on top of the <br />houses and their tankers can’t carry enough water, he is starting to change his feeling and <br />attitude towards public water. <br />Kellogg said that when the City goes into existing neighborhoods to provide sanitary sewer, <br />inevitably the next question they ask is when is City water coming. <br />Sansevere said he favors City water. He doesn’t see a compelling enough reason not to have <br />it. He doesn’t feel the Council should consider the developer’s cost in making that decision. <br />Jabbour said the current style of houses dictates that the City have water available to fight <br />fires. <br />Kellogg said there is a possibility of bringing the line in at the southwest comer from the water <br />tower area. He doesn’t know if it would be any shorter to come in that way. <br />Flint said we know we will be e.xtending water along what will be Kelly Parkway because of <br />what is planned for that area. <br />Mr. Callahan said if public water isn’t put in now, the City should take the easements <br />necessary to put it in later. <br />Pase22
