IS— -------- <br />L <br />Background/Historv <br />In 1971 the City approved variances to permit a 20' X 24* detached concrete storage building l^ated <br />10* behind the existing house. Drawings and Council Minutes have been attached. The City issued <br />a building permit a few months later for a 24* X 40’ concrete attached building. This is the existing <br />building that is proposed to remain on the property and be used as foundation for the back l^f of <br />the new house. Technically, the building was not ^proved by a variance but a building permit was <br />issued for the structure. <br />Site Plan/Drainage <br />Staff had delivered a letter on October 24,2001 requesting a site grading plan and drainage. The <br />plan was completed by Gronberg & Associates on November 15, 2001. Staff has not had an <br />opportunity to review the firud site plans to make a recommendation on the grading/drainage plan. <br />The City Engineer will be consulted on this since the property is a small lakeshore lot with a large <br />amount of hardcover. The Crystal Bay Road area has also had drainage problems in the past. <br />Redevelopment of properties has been the best opportunity to correct any drainage problems that <br />may exist in these areas. <br />Primary Issues for Discussion: <br />1.The proposed house is 1,895 s.f. A variance is required to permit more than 1.500 s.f. on this <br />lot. The existing structural lot coverage is 1,944 s.f. The primary difference is the finished <br />living space would be increased to approximately 5,000 s.f., where only about 1,900 s.f. of <br />living space exists. The increase in living space is accomplished by converting the existing <br />storage building from storage space to living space and adding two floors of living space <br />above the storage building, and having a 2 '/i story house rather than the existing 1 '/a story <br />house. The massing on the property will be greatly increased. <br />2.
