August 21, 2001 <br />CityofOrono <br />Attn; Planning Commission <br />Wendy <br />Orono, MN 55323 <br />I <br />Per the planning commissions request of August 20.2001 , please find attached the City <br />of Orono’s feasibility study dated 4/18/89 for the Navarre Heights Storm Sewer <br />improvement project. <br />As I stated In last nights meeting in reference to Fine Line Design Croup s request for <br />renewal of variance permit for 3551 Livingston Ave, I am concerned about the drainage <br />issue. <br />The property adjacent on the west lot line has already been affected by this builder. <br />Removal of the old house, tree removal, stump pulling and heavy equipment has altered <br />the topography of this lot causing ground water run off to enter into their basement This <br />should be corrected buy the developer. The builder has not displayed any thought of <br />alteration effects on the neighborhood at this point. <br />By allowing Fine Line Design to build on this lot they would have to put a swale on the <br />west side of the lot to prevent ground water damage to the property west and down hill <br />from It This proposed house has approximately 3 times the hard cover as the original <br />house. All of the run off from this property would be forced to drain into the street, thus <br />directly effecting my property. <br />I have lived at 3572 Livingston Ave for 21 years. We have had to deal with the drainage <br />issues of the neighborhood at our expense totaling approximately $40,(W0 during this <br />time. This figure supercedes the amount of the original storm sewer project. We have <br />replaced 50% of our foundation and have re-dug the swale 3 times over the past 10 <br />years due to fill in from sand/dirt that Is In the ground water coming off of the street. How <br />much water are we expected to deal with and at who's expense? When is enough to <br />much? <br />The volume of water coming through our property is huge. Approximately 7.1 acres per <br />your study. This run off has Increased in volume and intensity over the years with people <br />paving their driveways, adding decks and sheds. I feel that this additional run off would <br />be adding insult to injury. The City of Orono was going to have a storm sewer fund to <br />assist in these Issues, what ever happened to it? <br />By allowing this additional volume and Intensity of ground water to drain <br />property, the City of Orono is violating the contract that we have with them dated 1991. <br />Sincerely <br />Karen Cuff <br />3572 Livingston Ave <br />Orono.
