Staff reconunends approval of the afer-the-fact conditional use permit to allow boulder <br />retaining walls and grading to occur within 75* of the lakeshore subject to the following <br />conditions: <br />1 . No further land alteration is to occur without receiving necessary permits from the <br />City. <br />2.
