Adjacent Properties <br />The property is located adjacent to the Willow View development. The most impacted properties <br />would be those in the northwest comer. At the time Willow View was developed an open space and <br />ponding outlot was created. This area is shown on the maps attached to this report. The open space <br />outlet would provide an additional buffer zone to the use. Because most of the activity during a <br />baseball game is located at and around the infield area, the impact is even less. The primary impact <br />would be when soccer games are played on the outfield grass areas. Without lights, use of the <br />facility would only occur during daylight hours. <br />Propenies north of the site, across County Road 6, are zoned for 2 acre residential development. All <br />land south and west are owned by the School District (Ice .\rena and Middle School). The use of <br />the property is consistent with other uses on the School Property. <br />Trail Connection <br />The future trail along C.R. 6 would provide a needed link to the east. A trail is located east of the <br />property to Willow Drive and continues south to the southern end of the Willow View Development. <br />Final trail construction design and engineering would be completed at some point in the future <br />however this is an opportunity to reserve the trail connection by acquiring an easement from the <br />School District. A trail system map and the Comprehensive Trail System Plan from the new <br />Comprehensive Plan are attached to this report. <br />Options for Planning Commission Action <br />A. Recommend approval. A recommendation of approval is subject to the following conditions: <br />1.The final road grading and stomiwater management plans shall be approved by the <br />City Engineer prior to final approval. <br />2. The MCWD shall be consulted to determine if a new permit or amendment to the <br />existing permit is required. <br />The Fire Marshall shall determine if the turn around provided for on-site is adequate <br />for emergency services. <br />4.
