Approximately 25- <br />30 residents were in ai'vndance. and excellent comments were received. I'he result is that Council <br />has unanimously referred this matter to the Planning Commission with the following general <br />direction; <br />Consider increasing length of boats allowed to be stored w ithout screening <br />Consider expanding and clarifying where boats can be stored on various types of <br />lots <br />Consider what t>pes of screening are necessaiy and under what circumstances <br />or conditions, as well as what type'color of boat coverings are appropriate <br />If Planning Commission feels boat storage regulations should be more restrictive rather than less <br />restrictive, or if you feel there shouldn't be any limits on boat storage. Cou. icil is open-minded in <br />terms of your recommendations; i.e. they didn't want to tie your hond.s by providing the general <br />direction above. <br />Procedurally. we can have some preliminan.’ discussions at tiie July 16 meeting, or we can ha\e a <br />work session in late Jul\ or early August to discuss ooat storage issues, so that staff can d. afi an <br />ordinance amendment for coiisideration at a public b*.*aring at your August meeting, and tlrial <br />Council action in late August or early September. While Council acknowledged that their July 9 <br />hearing may seem to have pre-empted Planning Commission's review process, staff and C'»)ancil <br />wanted a sense of the public's position on this topic before sending Planning Commission on a w ild <br />goose chase. <br />It was clear from the public comments that, while there are a w ide range of opinions on boat lUorage. <br />this is a lake community and people bought property here expecting to be able to store a boat on their <br />property, to avoid high off-site storage costs, to be able to work on their boats at home, and to be <br />good neighbors. Many acknow ledged they are out of compliance now . and would prefer to be in <br />compliance w ali iin ordinance tb..t they can live w ith. They generally don't want to have ordinances <br />that aren't enforced or that aren't enforceable, but also don't want the City to create ordinances that <br />will require added staffing. Many are satisfied with the current 'enforce only upon complaint' <br />policy, although this generated discussion regarding neighbors "ratting" on each other for storage <br />violations versus working it out in a neighborly v\ay Avidunit bringing fb City into it. <br />Tm attaching a copy of the Council staff memo and the draf t Council minutes from July 9. Please <br />be prepared with some thoughts or questions on this topic for Monday evening's meeting. If PC <br />wants to set a work session for la «. bily/early August, that is also an option.
