J««c 18,2001____________ <br />(Daywind Cbristiao Churcli, Coatiaucd) <br />could ail be considered institutional uses that have bee.i allowed in the B-4 since its inception and <br />does not change the intent of the B*4 District. <br />Staff is recommending the following specific performance standards for the Church use in the B-4 <br />District: <br />All buildings shall meet a setback of 50 feet from lot lines abutting a residentially »>ned <br />property. <br />The Applicant shall demonstrale that rurking requirements for the expected level of use will <br />be met without necessitating pedestrian movement across a major thoroughfare. <br />3.Churches shall be located on a collector or arterial roadway os identified in the Orono <br />Comprehensive Plan or otherwise located so that access will be provided without conducting <br />significant traffic onto local residential streets. An alternative is to require that if a church <br />property abuts both a local residential street and a eollector or arterial roadway, the access shall <br />be onto the collector or arterial. <br />4. <br />5. <br />Parking areas in side or rear yards shall be set back 25 feet from residentially zoned property. <br />One parking space shall be prov ided for each 2.5 scats of capacit) in the main assembly hall <br />or sanctuary-, with additic.ial parking required per the standards of the Zoning Chapter for <br />other facilities such as classrooms, licensed day care facilities, or offices. <br />GafTron stated the Planning Commission should also consider whether this entry should be listed as <br />‘*RcIigii>us Institutions and facilities*' rather than simply “Churches”. <br />Stoddard inquired whether the applicant would be required to adhere to a hardcover limit. <br />Gaffron stated they would nc'ed to comply with a 35 percent hardcover limit for the portions of <br />property w ithin 500-1,000' of the lakeshore. <br />Wells commented it was his understanding the Planning Commission is not dealing with Baywind's <br />individual situation at this time, but are dealing with zoning fsr churches in general. <br />Hawn stated the Planning ^'ominission w ill be looking at both. <br />W'ells stated he is a resident of Minnetonka and has noted over the years that the City of Minnetonka <br />docs not enforce its parking ordinance relating to churches. Wells stated the City of Minnetonka and <br />the City of Orono also have difrerent demographics, which would result in the Planning Commission <br />comparing apples to oranges. Wells noted Minnetonka has a number of multi-family housing while <br />Orono tends to have larger affluent families. <br />Hawn noted the average size for a household in Orono is 2.7. <br />PAGEb <br />j
