§ 10.50 Jj^andscagjfli^ All open areas of any site. lot. tract or parcel shall be graded 10 provide pro^r drainage, and except for areas used for parking, drives or storage, shall be landscaped uith trees, shrubs or planted ground cover. Such landscaping shall conform uith the planting plan approved by the Council at the time the building permit was issued. Any change in grade affecting water runoff whether onto adjacent property or otherwise must be in compliance with the Surface Water Management Plan and shall be consistent with other applicable regulations or City Code provisions and subject to the approval of other agencies having jurisdiction over the area affected by the drainage.
