Bonestroo and <br />Associates. This is the first comprehensive document for addressing the management of surface <br />water in Orono since the original Surface Water Management Plan completed by Hickock and <br />Associates in 1974. <br />Adoption of the new Plan technically requires a public hearing, as it constitutes a separate element <br />of the Community Management Plan that was not ready for review and approval at the time the full <br />CMP was approved by the City Council in September 2000. <br />Work toward completion of the SW^IP actually began as early as 1992-93 when the City contracted <br />for T topographic map coverage of the entire City. A first draft of the SWMP was completed in <br />1997. However, the SWMP has been significantly reworked since the July 1997 draft, in response <br />to comments and concerns raised by Council and staff during a number of work sessions held during <br />the past 3 years. <br />Plan Objectives <br />The general objectives of the SWMP arc: <br />• Preserv e Orono’s wetlands, streams and lakes, especially Lake Minnetonka. <br />• Reduce capital expendimres needed to meet water quantity and quality standards. <br />• Minimize existing flooding, erosion and sedimentation problems generated by surface flows.
