Planning Comaission aeabers were <br />joined by Village Council aeabers Dorn, <br />McCarthy, Searles and Mayor Oberhauser for <br />a review of the Freshwater Biological Institute project. <br />Oberhauser brought everybody up to date on all <br />the various aeetings, both foraal and inforaal. <br />held on the matter of IDS and FBI project and <br />also read a letter froa IDS which stated they <br />were asking Orono to hold all their applications <br />in abeyance so they could consider soae <br />aodifications and review the project. <br />Searles spoke on the matter of density--particularly <br />the relationship of the density as requested by <br />IDS versus what density would be permitted under <br />Orono zoning ordinances as now written. <br />Herfurth spoke on the cost of ecological benefits, <br />particularly the lands in the watershed, posing <br />the questions of who was going to pay for the <br />value of these lands, the fee owners or the tax <br />payers. <br />Gene Hollenstein, Chief Hydrologist, Division of <br />Waters, State of Minnesota, spoke on their <br />interest in the IDS application. He said while <br />their work was chiefly in unincorporated areas, <br />their department also was doing research in <br />corporated areas in such facets as the distance <br />from marshlands construction should take place, <br />greenbelt areas, business zones in wetlands <br />areas. He also commented that they have a <br />special group--Stiidy for Lake Minnetonka, which <br />will study all marshes in the Lake Minnetonka <br />area during the next 18 months. <br />(Continued) <br />institutb'^ ilOlOCtCAi
