o <br />IIINUTES OF A REGULAR MEETING HELD MARCH 6, 1972 <br />Members of the Park Commission now spoke <br />on their studies, <br />Wysocky said study had been made on future <br />needs of the Village for a park system not <br />onl/ for a few years but 50-100 years from <br />now. She stated the best formula for parks <br />she could obtain was that these should be <br />approxmiately one acre for each 100 people. <br />Using the projected ultimate population as <br />30,000 would require the acquisition of 300 <br />acres of park property. If this seemed high <br />to some people, sne stated it was easier to <br />obtain it now while there was open space <br />than when density had set i- if later on <br />the need was not there, there would be no <br />problem of disposing of the property. <br />Dorn was of the opinion tnat the trend was <br />away from small park areas and toward <br />larger systems having more facilities. <br />Southworth was of the opinion that with all <br />the wetlands in Orono there was a question <br />of what the economy could sustain in the <br />matter of using the good land available. <br />Leipold now spoke on the acquisition of the <br />' rench Lake area for a park after it was <br />-eturned to the Village from the Metro <br />Sewer Board. Factors he considered that <br />would make the area an ideal park site were; <br />a ponding area suitable for winter sports, <br />nice trees--also noting that many iiave been <br />and are being planted, along witn much high <br />ground making it suitable for summer use <br />and nature studies. Sorae buildings and <br />sanitary facilities were available that could <br />be used for a park area. <br />Panuska reported on progress in the acquisition <br />of the Luce Line right-of-way for a nature <br />trail. Brought out in his report: <br />1. The Luce Line rigiit-of-way is available. <br />A company wished to continue using it as a <br />railroad rigi»t-of-way and took it to the <br />U.S. Supreme Court who ruled the owners had <br />a right to abandon it. <br />2. The cost of acquiring the right-of-way <br />would be roughly $300,000, the present <br />appraisal on it. <br />3. Work would have to be done on tae grade <br />crossing, trestles and bridges before the <br />trail could be used. <br />4. Engineering fees would be about $14,000. <br />Page 4 <br />JOINT MEETING
