Staff does <br />not recommend approval of any walls which encroach into neighboring properties. The applicant should be <br />asked to confirm that the retaining wall work was not conducted beyond the property lines. If <br />improvements were installed into neighboring properties, the application should be modified to include that <br />work as well as confirm property owners' consent for the work.
