*v <br />MINUTES OP THE REGDLIVR ORONO COUNCIL MEETING HELD APRIL 14, 1986 <br />#1013 STEVE KATAINEN continued <br />Because Council would like to see the final plans before <br />giving final approval, it was moved by CounciImember <br />Frahm, seconded by CounciImember Grabek, to grant <br />preliminary approval of the Commercial Site Plan and <br />i£«S final plans for signage, lighting, <br />landscaping, and exterior finish of building will grant <br />tinal approval; and developers agreement to be provided <br />before issuance of building permit. Motion, Ayes 5, Nays 0. <br />1986 JOINT USE DOCK LICENSE* <br />SANDY BEACH PLACE <br />RESOLUTION <1980 <br />It was moved by CounciImember Frahm, seconded by <br />Councilmember Hammerel, to adopt Resolution #1980 <br />approving a Joint Use Dock License to Sandy Beach Place <br />period of January 1, 1986 to December 31, 1986. <br />Motion, Ayes 4, Nays 0. <br />ENGINEER'S REPORT: <br />ORONO MWCC INTERCEPTOR UPDATE <br />City Engineer Glenn Cook introduced Michael Lynch of <br />Bonestroo & Associates who is working for the <br />Metropolitan VJaste Control Commission on the Metro Waste <br />Interceptor in Orono. <br />Mr. Lynch reported that the infiltration/inflow study <br />done in 1981 indicated that it would not be cost <br />eliminate the infiltration/inflow to extend <br />^ interceptor system. At that time, Orono <br />to±d MWCC to increase capacity or there would be a <br />problem in the near future. He noted that in April 1985 <br />they reached capacity in which 15,000 gallons of sewage <br />overflowed into Lake Minnetonka. At this point, he was <br />hired by MWCC to study the system to determine the areas <br />that were under capacity and present a preliminary <br />design report. Upon approval of the report by MWCC they <br />anticipate improvements to begin in Spring 1987. <br />Mr. Lynch explained the findings of the study which <br />contained present and future daily wastewater flows, <br />future flow summary, and lift station & interceptor <br />analysis. He pointed out that most of the lift stations <br />were currently over their respective rated capacities. <br />He presented three alternatives to improve the system <br />taking into consideration cost efficiency and causing <br />minima1 disruption. <br />Because this project is only at the preliminary stage, <br />requested Mr. Lynch to keep them informed on this matter.
