A preliminary grading plan would be <br />extremely useful, as would conceptual elevation drawings of the various dwelling <br />types, in this new setting as opposed to the Village setting... <br />g) Staff suggests you review the purpose of the RPUD District: <br />Subd. 1. Purpose. The purpose of the Residential Planned Unit Development (RPUD) district is <br />to provide a district which will allow for the implementation of certain residential housing goals <br />established in the 2000-2020 Orono Community Management Plan (‘CMP’ or ‘Comprehensive <br />Plan ’). The RPUD District is established to accommodate the densities and types of residential <br />development contemplated in the CMP by incorporating the principles of the Planned Unit <br />Development concept. The RPUD District will encourage the following: <br />flexibility in land development and redevelopment in order to utilize new <br />techniques of building design, construction and land development; <br />provision of housing to meet lifecycle, and affordable and moderate cost housing <br />needs; <br />energy conser\'ation through the use of more efficient building designs and sitings <br />and the clustenng of buildings and land uses; <br />preservation of desirable site characteristics and open space and protection of <br />sensitive en\ironmental features, including steep slopes, poor soils and trees; <br />high quality of design and design compatible with surrounding land uses, including <br />both existing and planned; <br />sensitive development in transitional areas located between different land uses and <br />along significant corridors within the city; and <br />development which is consistent with the Comprehensive Plan. <br />A <br />B. <br />C. <br />D. <br />E. <br />F. <br />G. <br />6. Recreation and Open Space <br />VVhat portions or areas of the residential development are devoted to the 10% private <br />recreational areas required by the RPUD ordinance? This must be exclusive of the <br />areas devoted to public park dedication (8%). Staff would suggest that mere w'etland <br />protection does not satisfy the 10% requirement; but trails around the w etlands might <br />help satisfy this requirement for “active or passive uses suited to the needs of the <br />residents of the project, including swimming pools,, trails, nature areas, picnic areas, <br />tot lots...”. The current plan appears to contain no private recreational amenities that <br />would satisfy this requirement. <br />Does Planning Commission accept developer ’s suggestion that tot lots, tennis courts, <br />and other recreational amenities are unnecessary for this development? Staff would <br />suggest that reliance on existingCity facilities 1/4-1/2 mile away will not necessarily <br />serve the needs of the proposed inhabitants of the various housing types proposed... <br />The public sidewalk system proposed needs to be examined carefully as to location <br />and connectivity to serve this neighborhood and the general public. <br />/t02-2789(Revised) Dahlstrom Development I.I.C <br />July 12,2002 <br />Page 12 of 13
