7. <br />8. <br />In October 1988 Neslund requested informa‘ion about how many horses could be <br />housed on the property. Mabusth sent him the code but apparently did not deflne a <br />number of horses, possibly because she did not have acreage figures for the property. <br />In December 1988 Smith & Murphy moved onto the property. Within a short time <br />they started using the site for housing of horses. The City has no record of complaint <br />regarding those horses until Dalbec's May 1997 complaint.
