MKtiaH Gaffron <br />Page 2 ol 1 <br />Re On>oo Village Narrative <br />April17. 2002 <br />We respectfully request approval of the reguiding from Commercial to Urban <br />Residential Medium Density (SFR/MFR) for approximately 7.22-acres and a regulding <br />from Urban Residential Medium Density to Commercial for 0.49-acres of this 51-acre <br />site, based on the finding that reguiding would comply with the spirit and intent of the <br />City's Comprehensive Plan, would allow development of this vacant site, would provide <br />life^cycle housing opportunities for Orono residents, would provide limited retail to serve <br />the neighborhood and would allow development of the mixed use Orono Village as <br />proposed. <br />Rezoning <br />Currently, the property is zoned Single Family Rural Residential (RR-1B). This zoning <br />is rwt consistent with City's Comprehensive Plan. Landform is requesting approval of a <br />rezoning to Residential Planned Unit Development (RPUD) and Highway Commercial <br />District (B-6) with a PUD overlay district. This rezoning would be consistent with the <br />existing land use plan and the requested land use guide plan amendment. The <br />rezonIng would also be consistent with the Section 10.52 of the Zoning Ordinance, <br />which identifies the requirements for rezoning in the Highway 12 Corridor Study Area. <br />Specifically: <br />1. The project area exceeds five acres in size. <br />2. The proposed development would include construction of Kelley Parkway and <br />would be consistent with the City's Transportation Plan. <br />3. Sanitary sewer and municipal water are available to serve the subject properly <br />and the utility system has sufficient capacity for this development. <br />4. This development complies with the City's Surface Water Management Plan. <br />5. The requested RPUD/PUD and B-6/PUD zoning distncts are compatible with <br />the Comprehensive Plan and the Highway 12 Corridor Study. <br />6. The Orono Village mixed-use development will be designed with attention to <br />detail and the use of high-quality materials. <br />PUD Concept Stage Plan/Site Plan <br />Landform Is requesting approval of a PUD concept stage/site plan approval to allow <br />development of this 51 -acre site as Orono Village, a mixed-use development offering <br />life-cycle housing opportunities to Orono residents and a limited amount of <br />complementary neighborhood commercial. The proposed mix of housing and <br />neighborhood commercial will be an asset to the City of Orono and the surrounding <br />neighborhood.
