When the PUD is to be constnicted in stages during a period of time <br />extending beyond a single constniction season, a schedule for the <br />de\fek)pment such stages or units shall be submitted stating the <br />approximate beginning and completion date for each such stage or unit and <br />the proportion of the total PUD public or corrvnon open space and dwelling <br />units to be provided or constmcted during each such stage and overali <br />chronology of development to be followed from stage to stage. <br />If the planned development is approved by mid-summer, the developer would begin <br />construction in 2002. However, if approvals are delayed, the proposed scheduled <br />would also be delayed. The initial phase would include construction of Kelley <br />Parfcway, several townhomes and rowhouses in the central portion of the site in <br />2002/2003. Phase II would irKlude the remainder of the townhomes arxf rowhouses <br />In 2004/2005. The Lofts and the commercial portion of the site may be constructed <br />as anytime. A graphic representation of the proposed staging plan is included in the <br />submittal package as sheet C5 2 <br />I. When the proposed PUD includes provisions for public or corrvnon open <br />space or service facilities, a statement describing the provision that is to be <br />made for the care and maintenance of such open space or sen/ice facilities. <br />Maintenance of the common open space, private drives, private sidewalks/trails and <br />community spaces will be the responsibility of the Homo Owners Association (HOA). <br />Covenants will be drafted and submitted to the City with the PUD development stage <br />plan and filed wHh the title to the properly. The City will maintain the public trails <br />along Willow, Highway 12 and Kelley Parkway. <br />j. Any restrictive covenants that are to be recorded with respect to the property <br />included in the proposed PUD. <br />Landform will prepare developmenl starxlards that will be included in the covenants <br />for the property. A draft of those documents will be submitted with the PUD <br />development stage plan and filed with title to the property. The PUD concept stage <br />plan narrative provides a general description of the development plan. <br />k.
