The lighting is a bit <br />more sensitive in this case because the camp is located in a residential neighborhood. <br />The property is located in the LR-1B district which lists “camps” as a conditional use. The property <br />recently was granted a conditional use permit for construction of a toilet and shower facility that was <br />constructed near the street. The LR-1B district is a one-acre single-family residential district. <br />The pavilion construction is the first phase of a number of future improvements planned for the <br />property. The property owners intend to remodel the existing buildings, construct new- cabins, and <br />add pedestrian trails on the property. This particular CUP is only for the pavilion building. The <br />other improvements will be considered as a separate CUP application. <br />Staff Recommendation <br />Staff recommends approval of the conditional use permit to permit the pavilion to be constructed on <br />the propeity subject to the following conditions: <br />1.The lighting shall be installed to screen any light source outside the building. Lighting shall <br />be directed to only illuminate those areas contained within the structure. <br />2.The building shall be used for picnicking and group gathering and shall not be used for any <br />activities not associated with the normal operation of the camp. <br />3.The building shall not be used for activities that would generate noise levels to e.xcced levels <br />as regulated in the noise ordinance for residential properties. <br />Planning Commission Options for Action <br />1.
