January 31,2002 <br />Minnehaha Creek Watershed District <br />Permit Application <br />Long Lake Fire Station <br />Prepared for the City of Orono, Minnesota <br />Introduction <br />This permit application has been prepared to describe the proposed <br />construction of a new fire station in the City of Orono, Minnesota. <br />The Long Lake Fire Department serves the City of Long Lake, part or <br />Orono, and part of Medina, Minnesota. The construction of the new <br />fire station is a result of the impending loss of the current firehouse to <br />the expansion of Trunk Highway (TH) 12. The demonstration of <br />wetland impact avoidance and minimization in this application follows <br />the sequencing process of the Minnesota Welland Conservation Act of <br />1991 (WCA) and Section 404 of the Federal Clean Water Act. <br />Unavoidable wetland impacts will occur due to this project. The loss <br />of wetland for the creation of the fire station, vehicle access, parking <br />areas, and turning space is subject to wetland replacement through the <br />creation or restoration of mitigation sites spiecific to this project as <br />required bv the WC.-^ and the U.S. Armv Corps of Eneinecrs <br />(USACE).' <br />This application contains the information required by the Minnehaha <br />Creek Watershed District (MCWD) to fulfill the requirements of Rule <br />B (Erosion Control), Rule C (Floodplain .Alteration), Rule D (Wetland <br />Protection), and Rule N (Stormwater Management). These Rules have <br />been summarized in Appendix G. This permit application was <br />reviewed by the MCWT) and brought before the Board for approval at <br />the December 13. 2001 meeting. At this meeting the initial grading <br />plan was approved which allowed for soils correction and impacting <br />the wetland on the site. The mitigation design, erosion control plan, <br />and storm water management plan have not yet been approved by the <br />MCWD for this project. <br />A-LONGL0204.00 <br />Page 1
