ML\UTES OF THE <br />ORONO PLANNING COMMISSION MEETING <br />MONDAY, NOVEMBER 19,2001 <br />6:30 o’clock p.m. <br />(#7) #01-2735 PROPOSED ZONLNG CODE AMENDMENT, SECTION 10.03, SIFBD. 14, <br />STRUCTURAL LOT COVERAGE ORDINANCE STANDARDS, 8:10 p.m. - 8:30 p.m. <br />Gaffron stated this proposed zoning code amendment relates to in-ground pools and whether they <br />should be included as lot coverage by structure. The City originally approved this ordinance <br />approximately 10 years ago. with a decision later being made to include in-ground pools in lot <br />coverage by structure calculations. <br />GafTron noted this item was noticed as a public hearing. <br />Hawn stated some members ot the Planning Commission would prefer that in-ground pools continue to <br />be included in the lot coverage by structure calculation in an effort to reihu e massing on the property, <br />noting that the Planning Commission is split on this issue. <br />Lindquist noted on lots less than two acres some members of the P' . . ^ « ion felt that pools <br />should be counted as structural coverage. <br />Stoddard commented that decks are also considered hardcover. <br />Si. ith suggested that Planning Commission also review the deck issue <br />Rahn concurred that this issue should be addressed further. <br />Hawn noted Mary King was in the audie.ice, and inquired what her structural coverage vvould be if the <br />pool were included in the calculation. <br />King indicated they are proposing 15 percent structural coverage with their new residence, and if the <br />pool were included in that calculation, it would bring it up to 23 percent. <br />Gaffron suggested the Planning Commission might want to consider some rev isions to the ordinance <br />since there is not a cle.ar consensus. <br />There were no further public comments regarding this application. <br />Hawn iiiuved, .Mabusth seconded, to recommend approval of Application «OI-27.55, Proposed <br />Amendment of Zoning Code, Section 10.03, Subd. 14(C). Lot Cov erage by Structures <br />Slandaids, with the understanding that in-ground pools and decks should be considered <br />hardcover and not structural coverage, and that the hardcover should be regulated on lots over <br />1,000 square feet back from the lakeshore and on properties less than two acres. <br />VOTE: Ayes 4, Nays 3, Smith, I.ind(|uist and Fritzler Opposed. <br />PAGE II
