m <br />m <br />m <br />m <br />m <br />m. <br />« <br />i <br />N <br />i <br />i <br />i <br />I <br />Broad Goals And Objectives <br />Independence residents have expressed the desire to create <br />a rural community that establishes itself as a friendly, com- <br />fortable, and aesthetically pleasant place to live, work and <br />play where growth and change is encouraged but not at the soc <br />ial and economic expense of the existing and future residents. <br />The City must be one within which people can reasonably <br />afford to live, and one which allows and encourages resident <br />participation in all areas of public decision-making. There <br />fore the following Broad Goals and Objectives were set forth <br />to serve as guidelines for preparation of the Comprehensive <br />Guide Plan. <br />*Provide for a mixture of rural residential and <br />agricultural lifestyles within the community. <br />*Encourage rural residential development in areas <br />where services can be most economically provided. <br />*Utilize to a maximum efficiency public services <br />before expanding into new land areas or con <br />structing new facilities, i.e., highways and <br />roads. <br />*Preserve significant open spaces and natural <br />systems* <br />^Provide for limited retail commercial services <br />and industrial development in an effort to expand <br />the tax base and provide employment opportunities <br />and services that are now not available in the <br />community. <br />♦Provide a wide range of housing opportunities <br />that will accommodate all income levels. <br />•Provide a variety of experiences and opportunit <br />ies for residents in terms of living, %rarking and <br />social activities. <br />•Plan for and enforce standards for development <br />which will enhance public health and the main <br />tenance of a quality standard of living. <br />- 28 -
