Olson, Village Planner <br />February 23, 1979 <br />SUBJECT: Stubbs Bay Moratorium Area <br />Stubbs Bay Marina <br />Attached are reports from John Gerhardson, Mel Kilbo, Gunnar Isberg <br />and myself. Note that Isberg's draft report contains some factual <br />errors which I intend to have him correct in the final copy. These <br />do not affect his conclusions, <br />I have met with Dr, John Woods of the Gray Freshwater Biological <br />Research Institute who is.preparing a letter regarding ecological <br />concerns and Impact on Stubbs Bay. I have had extensive discussions <br />with the City Attorney regarding legal implications of various <br />planning alternatives. I have spent many hours researching city <br />records and basic referrence material obtained from many sources. <br />The recommendation contained in the attached report is my professional <br />opinion resulting from my education, experience and research including <br />review of neighborhood opinions, expert opinions and the extensive •• <br />city records on this area and this property. The report will not <br />repeat facts and conclusions contained in earlier memos or reports <br />but is obviously based upon such record, <br />I submit this report to the City Council with the firm belief that <br />I have recommended the best course of action.
