MINUTES OF A PUiNNING COMMISSION MEETING HELD ON MAY 19, 1980 <br />mti <br />r 1 <br />The Planning Commission met on the above date. Present <br />were the following members: Chairman Hammerel, Jabbour; <br />Hannah, McDonald, and Adams. Members Frahm and Wilson <br />were absent. Also present were Alan Olson, Village <br />Planner, and Gunnar Isberg, planning consultant from <br />Isberg, Riesenberg, Chelseth & Associates, Inc. <br />ATTENDANCE <br />7:30 P.M. <br />Hammerel announced the Public Hearing. Olson stated he COMPREHENSIVE <br />had the Affidavit of Publication. No members of the public PLAN REVIEW <br />were present, but the following persons were present: Public Hearing <br />CounciImember Hurr 7:30-8:00 P.M. <br />Councilmember Butler <br />Park Commission member Goetten <br />Mayor Van Nest arrived at 7:45 P.M. <br />Park Commission member Tomlinson arrived at 8:00 P.M. <br />•'i'; <br />Olson reviewed the final draft of the 1980 Community <br />Management Plan. This is the result of two years of <br />meetings, reviews and interim drafts designed to update <br />the 1974 Orono Village Comprehensive Guide Plan. This <br />final draft has been rewritten since the last copy in <br />March, but contains the saune intent, direction and content. <br />■ :• <br />The Planning Commission and others present had several <br />discussions about the different sections of the Plan <br />including parks, transportation, status of the Lake <br />Minnetonka islands, and the urban-rural service area <br />split. Those present specifically approved of the <br />concept of a "permanent” rural area. Comments were <br />made about adding short paragraphs to be certain that <br />this concept is clear. On the maps, it was suggested <br />that the MUSA line continue around Orono's southeastern <br />border to be continuous from one to the other. <br />PUBLIC HEARING CLOSED AT 8:00 P.M. <br />Planning Commission held a short discussion about the <br />procedure for plan adoption and the schedule for review <br />by the City Council and the Metropolitan Council. <br />Hannah moved, Adams seconded, adoption of a Resolution <br />adopting and recommending approval of the 1980 City of <br />Orono Community Management Plan. Vote: Ayes (5), Nays <br />(0). Motion passed unanimously. <br />1
