k <br />Ms. Jeanne Mabusth -2-September 9, 1980 <br />leading to this drain pipe which are located near the center of Lot 4, <br />on the line between Lots 4 and 5, and near the northeasterly line of <br />Lot 6, There may also be one in Lot 3. <br />This drain pipe does net work very well and is probably clogged with <br />debris or broken. Consequently, during the spring thaws there is often <br />standing water in these locations for a week or two. Heavy rains in <br />the summer often result in standing water for one or two days and <br />sometimes more. The area where there is the largest amount of <br />flooding, and where standing water remains the longest, is in the <br />largest area located in Lots 3 and 4. <br />Therefore, I feel that any construction on Lot 3 which would change the <br />topography of the land, or change the surface of the land (such as a <br />surfaced driveway) would decrease the water holding capability of this <br />large area in Lots 3 and 4. This would obviously increase the drainage <br />onto Lots 5 and 6 and increase the flooding problems on those lots. <br />I would request that any building permit given for Lot 3 include a require­ <br />ment for, or be made contingent upon adequate storm drainage being <br />constructed from this flood area on Lots 3 and 4 so that this water not <br />flow through or over Lots 5 and 6. <br />Very truly yours. <br />Sampson R.
