TO: <br />FROM: <br />DATE: <br />SUBJECT: <br />Planning Commission and Council <br />Jeanne Mabusth, Zoning Administrator <br />April 30, 1980 <br />#545 Bruce Hepp, 2605 West Lafayette Road <br />PRELIMINARY SUBDIVISION <br />Public Hearing - May 5, 1980 <br />« <br />After reviewing the survey submitted to staff at our last meeting and <br />the previous discussion of riparian rights for the newly created lot, <br />staff will require a formal preliminary plat designating all structures, <br />access easements (widths should be designated), a proposed house location <br />meeting all setbacks of the zoning district and the area of each lot. <br />The Planning Commission should decide if the access easements (or just the <br />one serving the Hannah house) should be subtracted from lot area. What <br />should the City's position be in the matter of three lots being served by <br />40 lineal feet of public road assigned to a single residential lot. <br />Planning Commission should be advised as to history of the access drive <br />serving the Hannah house. A vertical subdivision is out of the question. <br />The City cannot encourage the obvious gerrymandering of lot lines to <br />create riparian lots. Planning Commission questioned whether a riparian <br />outlet could be created as in a recently approved plat based on the <br />approximate 300 lineal feet of lakeshore. In the referenced plat, the <br />developer could have created riparian lots without gerrymandering lot <br />lines; this does not hold true in this case. <br />Please review the enclosed survey designating the required lakeshore <br />setback from the lagoon and the access easements along south side of <br />property and the location of the driveway serving applicant's house. <br />Staff recommends tabling the application pending receipt of a preliminary <br />subdivision designating the following: <br />1. all structures and setbacks <br />2. access easements (noting width for each) <br />3. proposed house site meeting all required setbacks <br />4. area of each lot (Planning Commission to decide what should be <br />subtracted from overall area)
