Mabusth, Zoning Administrator <br />#54O <br />DATE:March 13, 1980 <br />SUBJECT: #543 Loren Butterfield, 3925 Watertown Road <br />CONDITIONAL USE PERMIT <br />WORK SESSION - MARCH 17, 1980 <br />Zoning District RR-IA <br />Lot Size - 20 Acres <br />Ordinances Pertaining to Application: <br />34.025 Conditional Use Permit for greenhouse <br />32.480 Conditional Use Permit for non-conforming uses <br />Mr. Butterfield seeks a conditional use permit to allow the replacement <br />of an existing greenhouse 36' X 100', construction of a storage shed <br />30* X 60' to be attached to an existing greenhouse and construction of <br />a new greenhouse 60' X 190'. Mr. Butterfield received his first "formal" <br />Conditional Use Permit in September of 1972 to allow the commercial <br />greenhouse operation and approve the existing buildings. In the <br />succeeding years, he has requested conditional use permits to construct <br />additional greenhouses on his 20 acre site. Council has approved each <br />application and to my knowledge has never set a limit as to the size <br />of the operation. The nursery operation covers approximately a quarter <br />of his property. The City has had no problem with the Butterfield <br />Nursery. <br />All of the proposed structures meet the setbacks of the RR-IA Zoning <br />District. The following items were reviewed in previous applications: <br />1. packing requirements on site for employees <br />2. equipment to be stored under cover <br />3. screening from surrounding residential neighborhood <br />Operation today involves minimal number of employees - part time if^ <br />any - feunily run operation. There is no retailing done on the premises <br />so customer parking considerations are not necessary. <br />Points to be reviewed with this application: <br />1. Screening - especially for 60' X 190' greenhouse bordering the <br />2. <br />3. <br />Luce Line. Topography on east side of lot m-ikes screening most <br />difficult and staff does not feel at this time necessary to address. <br />Limitation on operation - there have been no major changes in the <br />surrounding neighborhood - no signs of increased development. P.C. <br />may not wish to even address this issue, but you should be aware of <br />the need to review this issue with any application involving an <br />intensification of use. <br />Changes in lighting of the nursery as a result of the new construction. <br />. <br />•* <br />' t <br />•t <br />•3 <br />r V
