PLM4NXNG COMMISSION MINUTES - MEETING MAY 18, 1981 PAGE <br />■i <br />;SMAN <br />:line dr. <br />>N «585 <br />■ .i <br />IE <br />) POINT <br />m «614 <br />Me. and Mrs. Judd Ringer, Mr. Graydon <br />McCuMey, and Mr. Gene Tomlinson were <br />present. <br />Mabusth reviewed the 3 lot subdivision <br />noting the need for a platted cul-de-sac <br />of 100 ft. width and diameter at the end <br />of the designated road. In addition it <br />was noted that the designated wetlands <br />were not noted on the plat. <br />Planning Commission reviewed the possibility <br />of a loop road connecting Willow and 12. <br />Staff advised intensive use of an access off <br />12 would have to be reviewed by the Highway <br />Department. <br />Staff advised applicant that subdivision <br />review should be delayed pending resolution <br />of the conditional use application of Parkview. <br />Applicant may wish to change the plan at some <br />time in the future. No action was required by <br />Planning Commission. <br />Mr. Harry Garrish and Ms. Pat Meyer were <br />present. <br />Jabbour noted that before we get into the <br />subject of site plan for this facility, <br />that this body must first determine if an <br />in-patient hemical dependency treatment <br />center is compatible with surrounding <br />residential zoned neighborhood. <br />Members listed the various criteria that <br />could be used in a Use Comparison Study <br />of the Treatment Center versus 10 lot <br />Residential Plat. <br />The following is the list: <br />1. Maximum size of facility <br />2. Age limits for patients <br />3. Limited to in-patient facility <br />4. Traffic question on Willow Dr. <br />5. Buffer area to residential <br />6. Security to be reviewed <br />7. Open space easement over wetlands <br />around Dicky Lake <br />8.
