If done by metes and bounds, <br />combination is a separate record-keeping instru­ <br />ment for tax purposes. The 15 separate small <br />slivers of land will always remain on the record <br />and on the plat maps. <br />Wetlands (and public waters) can be shown on a <br />plat. <br />The only hardship discussed (but not documented) <br />to justify the variance is the extra cost of <br />the plat. <br />After explaining my concerns and the platting <br />advantages to Winters on June 25th, he seemed <br />to agree that platting does have advantages <br />for all parties. <br />PROCEDURE AND SCHEDULE <br />Sketch Plan Review will be on the Planning Commission agenda <br />for July 20, 1981. <br />Public Hearing will be called for the Planning Commission <br />meeting of August 3, 1981. <br />City Council review of the preliminary plat can be on August <br />24, 1981. <br />If metes and bounds recording is approved, allow four weeks <br />for preparation of resolution and receipt of all required <br />signatures by applicants, spouses and others. <br />If platting is required the drafting time is beyond City con' <br />trol but final approval normally occurs within three weeks <br />of reciept of the signed plats. <br />If platting is required, I think the City could consider <br />granting a certificate of occupancy for Winters house at any <br />time after preliminary approval, subject to a performance <br />bond equal to the final plat costs. <br />-.1 <br />■i <br />i <br />1/ .A
