This is comparable to othersr U3J acre) in area, mis r:* ''w..-- <br />nearby lot combination/area variances approved for DeSplinter <br />(lots 4 & 5) and Schultz, now Harvey, (lots 12 & 13). <br />ACCESS <br />Both lots 6 & 7 abutt undeveloped Elmwood Avenue. DeSplinter <br />(lots 4 S. 5) developed a private driveway in this right of way <br />from the north but it does not run thru. A City sewer lift <br />station is blocking the right of way on the south end. Access <br />to these lots for building purposes will therefore require an <br />easement from either Heit (lot 19) and Weiler (lots 20-23) or <br />DeSplinter. <br />There is nc cul de sac on either end. With two more houses in­ <br />volved, Planning Commission and Council should consider requiring <br />construction of a proper cul de sac for turnaround especially <br />on the south end. This would serve the entire neighborhood(s) <br />so should probably be done as a local improvement with assessments <br />Additional right of way acquisition is required. <br />HARDCOVER <br />The preliminary sketches submitted by both applicants indicate <br />similar structures. Both are being called "earth-sheltered <br />but the sketches indicate standard construction of a "walkout <br />basement" style. Standard roof systems are shown. Therefore <br />these designs are not true "underground" homes and they would <br />constitute full hardcover. More detailed designs are necessary <br />to complete accurate hardcover calculations. Obviously if two <br />such homes are built the hardcover would be twice as much as <br />if only one home were built on the two lots. <br />ASSESSMENTS <br />Both lots were part of and served by the 1970 Forest Lake sewer <br />project. Both lots received lateral sewer assessments for 50 ft, <br />a total of $390.00 per lot. Neither lot was assessed a sewer <br />unit charge ($1,270 per building site) and neither lot was <br />assessed a $225.00 sewer plant charge. Thus neither lot was <br />considered to be buildable at the time sewer was installed. <br />Unit and plant assessments would be due with any new construction. <br />HARDSHIPS <br />Lot area and/or lot width variances to allow development of <br />vacant lots are issued only when hardships are found consistent <br />with all requirements of 32.340. This includes a finding that <br />no ad5^ent vacant land is available for development.
