Olson <br />DATE:June 9, 1981 <br />SUBJECT:#615 Ringer Subdivision <br />#616 Parkview Treatment Center, <br />Purposes <br />This memo is in response to your request of May 26, 1981 re <br />garding technical review of these proposals. <br />Background <br />The proposal is to subdivide 55+ acres into 2 or 3 large tracts, <br />one of which (size 28 acres) may be used for a chemical depen­ <br />dency treatment center having a maximum projected size of 42 <br />beds. Staffing would be 1 per 3 patients for 2 shifts and 1 <br />per 10 patients overnight. Other considerations include visitors <br />and deliverymen. <br />The alternative is platting of the 28 acres for residential home- <br />sites. Because of soil and watertable problems, Mr. Gaffron ad­ <br />vises that the maximum residential division would likely be 10 <br />homes. <br />The subject is comparison of these two possible developments. <br />Basic Land Use <br />The land is zoned for residential developments as a permitted <br />use. The Council has determined that the Parkview proposal does <br />qualify for review as a Conditional Use in this district per <br />34.823. Planning Commission and Council should recall that to <br />deny a Conditional Use Permit, vary detailed findings have to <br />made that the proposal is directly and demonstrably adverse to <br />the public health and safety. The record must contain facts to <br />support such a finding. <br />Use Density <br />Parkview currently proposes an ultimate main structure of about <br />12.000 square feet. An existing 3,000 sq.ft, barn is likely <br />to remain. Also possible are scattered out buildings for ser- <br />ivce purposes. Parking would probably oe for 25-30 cars totaling <br />10.000 sq ft. Therefore, it should be assumed that there would <br />be 25,000 - 30,000 sq ft of hardcover, plus driveways. Assume <br />1 acre total of 28 » 3.5% hardcover. <br />A typical rural Orono home might include the house (3000 sq ft), <br />an outbuilding (1000 sq ft) and driveways for about 10,000 sq <br />ft out of 2 acres • 11.5% hardcover. <br />J <br />% ■ <br />A' <br />-S •' <br />\ <br />I ^ <br />1
